The framework described in this report sets out actions to improve the effectiveness of HIV prevention and health promotion, and treatment and care services for African communities affected by or at risk of HIV. It has been developed with experts from African community-based organisations, mainstream HIV organisations, the National Health Service, local authority social services, researchers and other stakeholders.
