Eurasian Harm Reduction Network will develop and submit a Concept Note on HIV and harm reduction for the region of Eastern Europe and Central Asia (EECA)to the Global Fund. This report describes work by EHRN and its partners to complete the regional program concept note, mainly between July and September.
