“Déja vu is usually a glitch in the Matrix. It happens when they change something”, says Trinity in the movie The Matrix. The 2009 UN high level meeting on drugs was déja vu: governments recommitted themselves to the same failed UNGASS targets of 1998. The goal is still “to eliminate or significantly reduce” the demand and supply of drugs in 10 years. Only now the deadline is 2019. Déja vu, a glitch in the matrix of the global drug prohibition regime, is a sign of change.
