Community-led approaches are key in the response to HIV, TB and viral hepatitis
 
Testing for HIV, hepatitis B and C and linkage to care are the most important tools to reach the global targets. Moreover, not new are the findings that community based approaches are badly needed to reach the populations most affected.

NEWS ON AAE PROJECTS

Sexual and Reproductive Health and Rights (SRHR)
 
In 2018 AAE assigned consultants to adapt the quality assurance tools developed by the Quality Action Joint Action to fit for projects and programmes run in the fields of combination prevention and chemsex.

Two webinars will be conducted in early 2019. Later this year, ten AAE members will be provided workshops for implementation of the tools and will be contracted to implement the tools in their selected projects in 2019.

EU HIV/AIDS, HEPATITIS AND TB CIVIL SOCIETY FORUM
The 28th CSF Meeting took place on November 6 and 7, 2018, in Brussels. Full report and its executive summary are now online.
The CSF recieved a reply to the letter of concern regarding the approach suggested by the European Commission in its Refection Paper from the perspective of the agreed target to end these epidemics by 2030.
The EU HIV/AIDS, Hepatitis and TB Civil Society Forum (CSF) has been established by the European Commission as a working group to facilitate the participation of NGOs in policy development and implementation and in information exchange activities.

Report on the health of refugees and migrants in the WHO European Region
 
An evidence based report with the aim of catalysing progress towards developing and promoting migrant-sensitive health systems in the 53 Member States of the WHO European Region and beyond. This report seeks to illuminate the causes, consequences and responses to the health needs and challenges faced by refugees and migrants in the Region, while also providing a snapshot of the progress being made across the Region.

Quality Improvement Tools Implementation Guide: HIV combination prevention and chemsex interventions
 
This implementation guide aims to assist those interventions working on HIV combination prevention and chemsex in improving the quality of their project work. Civil society and community based organisations have a crucial role to play in identifying and responding to emerging health risks and challenges, and in accessing key populations.

Public health guidance on HIV, hepatitis B and C testing in the EU/EEA
 
This guidance aims to provide EU/EEA countries with an evidence-based framework to help develop, implement, monitor and evaluate their own national HBV, HCV and HIV testing guidelines and programmes. It offers a range of evidence-based options for the design of testing interventions for different settings and populations and supports the concepts of diversifying and integrating testing services.

International Guidelines on Human Rights and Drug Policy
 
The guidelines cover a diverse set of substantive issues ranging from development to criminal justice to public health. The guidelines were developed by a coalition of UN Member States, WHO, UNAIDS, UNDP and leading human rights and drug policy experts. The Guidelines are an example of the support that UNDP provides to practically integrate international human rights commitments into national, regional and global policy and programmes.

The AIDS Action Europe Clearinghouse is an online platform where NGOs, policy makers, networks and other stakeholders in Europe and Central Asia can share key documents and good practice materials. Check out more materials at hivaidsclearinghouse.eu
The European AIDS Action Network was established in 2004, has continued to develop and has become one of the largest networks working in the field of HIV infection in the region. The network goes far beyond the borders of the European Union and covers all 53 countries in Europe and Central Asia.
