Using harm reduction strategies to reduce risk for HIV or Hepatitis B and C acquisition or transmission. Restricting the spread of drug addiction and its high health cost especially for Albania’s younger generation. Increase the proportion among injecting drug users (IDUs) who abstain from drug use or, for those who do not abstain, use harm reduction strategies.
