An Evaluation of the JUST LILA Pilot Action - Free HIV home testing – delivery and support included shabnam.abdullayeva_2293 Thu, 09/28/2023 - 16:01

JUST LILA is a pilot HIV self-testing campaign conducted in Italy as part of the ‘Community
Led and Based HIV Services - Key to Ending the HIV Epidemic in Europe and Central Asia’
project implemented by AIDS Action Europe, the COBATEST Network, and LILA Milano. The
campaign was launched in May 2022 and the pilot action concluded in June 2023.

With more than 2000 kits delivered, the pilot action from May 2022 to June 2023 exceeded
its target of distributing 1500 self-testing kits.

Service users cited low (no) cost, convenience, and confidentiality as their reasons for
choosing JUST LILA. With 4.9 out of a possible 5 points, the overall satisfaction rating was
very high.

HIV-related stigma and discrimination remain major barriers to accessing HIV services for people living with HIV worldwide. In this context, stigma can be understood as the negative perception of people living with HIV based solely on their HIV status.

To improve the understanding of experienced HIV stigma in the community, ECDC — in collaboration with the European AIDS Treatment Group (EATG) and AIDS Action Europe (AAE) — initiated an exploratory survey in 2021 to measure HIV-related stigma across Europe and Central Asia. The objective of this survey was to examine the experience of HIV-related stigma in the region and to establish a benchmark measure of perceived and experienced HIV-related stigma among the most affected communities in order to assess progress toward the UNAIDS target of zero discrimination by 2030.

The finding of the survey are presented in this report.

Sexualised drug use, i.e. the use of any legal or illegal psychoactive substance before or during sex, is not new. In fact, substances have been used to enhance pleasure and overcome inhibitions in many cultures through the ages. Research from the last few decades has shown that sexualised drug use is more frequent among the LGBTQI+ community than other populations. This can partly be traced back to minority stress, which creates a stronger need to connect, to enhance a sense of identity, to deal with painful emotions and
to form a sense of community.

The manual "Harm reduction in the context of chemsex" is divided in two parts. The first part presents the definition of chemsex, problematic chemsex involvement, harm reduction in the context of chemsex engagement and some core guidelines regarding best practices when delivering services on chemsex. The second part of the manual outlines a training workshop on chemsex and harm reduction.

The aim of this manual is to outline a training course that is as interactive as possible, in order to allow trainees to use their analytical, critical and creative skills.

HIV transmission remains a major public health concern and affects more than 2.3 million people in the WHO European Region, particularly in the Eastern part of the Region. This report is the latest in a series published jointly by the European Centre for Disease Prevention and Control (ECDC) and the WHO Regional Office for Europe that has been reporting data on HIV and AIDS in the WHO European Region and in the European Union and European Economic Area (EU/EEA) since 2007. It finds that while epidemic patterns and trends vary widely across European countries, nearly 107 000 people were diagnosed with HIV in the European Region in 2022, including around 17 000 in the EU/EEA.

The efforts to expand the use of PrEP face challenges worldwide. As such, the
UNAIDS target of 3 million people having access to PrEP by 2020 globally, was not4
met. In Europe, there were 68 089 oral PrEP initiations in 2020.5 According to the
European Centre for Disease Prevention and Control (ECDC), "Greater access to PrEP
and progress in PrEP implementation is needed to reach the SDG of ending the AIDS
epidemic by 2030. To achieve this progress, it would be helpful for countries to gain
a better understanding of the barriers within their country to implementing PrEP
programmes. ”

From August to October 2022, AAE invited its member organisations and partners
based in one of the EU Member States to submit their responses on various
aspects of availability, accessibility, affordability, and acceptability (AAAA) of PrEP
in their national context.

This current report is based on the information provided in the survey and
reflects the practical knowledge on the issue of community-based and –led
service organisations that work with key populations. It includes besides the
main findings of the assessment, country profiles, as well as recommendations
for the European Union and its Member States for urgent steps to be taken to
ensure universal, free and low-threshold access to PrEP.

For people living with HIV and people from key populations (sex workers, gay men and other men who have sex with men, transgender people, people who inject drugs, people in prison) living with or at risk of HIV, universal health coverage is considered a health-for-all solution for countries to integrate all HIV services, including prevention.
